What's the difference between normal STBs & NXT STBs?

Yes. But people who want to watch only SD channels will not shell out ₹2500 for an HD box. Only ₹1000 for the box. They don't want HD, so why should they spend extra?
AFAIK HD and STB cost may differ in less than 500/-.

A step backward in the world where people are looking to move 4k from hd

Bro, there are many customers of DishTV who are subscribed to only SD packages. DishTV needs to replace all their old boxes in order to change over from Conax to Verimatrix encryption, along with changeover from DVB-S/MPEG2 system to DVB-S2/MPEG2 completely. Verimatrix offers cardless encyption which is the solution required for the piracy issues which they are facing now.
Last year DishTV started a move to supply only NXT HD boxes to new customers and also as replacement to old customers. But it seems that the old customers who are only subscribed to SD packs won't be preferring the HD STBs. For them as a low cost solution, SD only STBs are launched now. This move is not hindering the HD revolution or 4K revolution at all.
