Encryption is not compulsory because DD Free Dish official set-top box by default cannot store this TP and user must have to manually add this TP which is entirely up to user

Yes, DD Free Dish cannot force any country to encrypt its signals. Even we are getting express AM6 signal on 2 feet dish and Indian government could not do anything on it.
 
A Business Idea for Freesat
We know Prasar Bharati charges a lot of money for slots on DDFD. Now Freesat also has a MPEG-2 TP and that too on the same direction. Now Freesat can earn a lot of ad revenue from Indian viewers by showing some big Sri Lankan and international channels for free. And the Indian Government too will not be able to do any harm to them. Because when their own channels are unencrypted then how can they ask others to encrypt their channels?
