Alacarte is a big joke from day 1. Everyone knows it. No one wants to do anything because it will hurt the cable/dth industry if individual channel prices come under regulation. Best for consumer would be DTH and Cable Box portability. That should encourage un-healthy (margin wise) competition among the players and could be very good for customers. TRAI should standardise the technology for all players. Also it should mandate an easy to compare format for all packages offered by the companies. This can be easily done now that by 2015 end full digitization should set in.
