Now they are enterring in India, and it would be Hindi-Urdu GEC, Syndicating some pakistani, Turkish, Hindi serials, with some Fresh content.

No. Having just a downlinking licence can also mean that these new channels will be uplinked from a earth station located out of India. Previously too there have been cases where broadcasters do not run operations from here but beam channels to us.
