This is not a tactics. It's a Govt rule that when ever you are removing a ch you must give notice 21 days before removal of that ch in leading newspapers.  You can check it in TRAI website 

Is it ? Sun Direct removed News Live recently that too silently without giving any notice on any leading newspaper bro.

Yes you are correct there is also a rule . Then Why sometimes channels are removed without giving proper notice.latest being channels being dropped by dishtv.
