INSAT-3D is a pure meteorological satellite without additional communication payload as in the other INSAT satellites. It features a 19-channel sounder, a 6-channel imager and a DRT & SAR payload.

The satellite was originally to be launched on an Indian GSLV rocket, but was after long delays finally launched on an
Ariane-5ECA booster.

After launch, INSAT-3D displayed "anomalous behavior" after deploying its solar panel. The spacecraft lost communications with the ground and started to spin up. Engineers were able to restore communications with the spacecraft and restore normal operations, but it was unclear if the spacecraft suffered any permanent damage from the anomaly.

A replacement, INSAT 3DR is being constructed for a launch readyness in 2015. An additional ground spare, INSAT 3DS is also under construction.
 
ISRO also lied to CAG in the name of non availability of launch vehicle & they are struggling to develop GSAT-11.
 
Raising question is easy. Go & invent something like cryogenic engine or atomic clock or ion thruster then you will understand how much effort it takes to develop something [emoji19]

There is no doubt that ISRO as a govt organization is best among all others but lack of professionalism might affect their credibility. Every agency had gone through bad phases initially. Even Nasa was not exceptional & it seems ISRO want to forget them very quickly. They should admit their faliures. In public relation they are best among all other space agencies but some tinny mistakes make them laughing stock. For e.g in recent PSLV C31 mission they heavily photoshoped(and so badly) their official images which is not needed at all.
