Alexa has access to programm guide & schedule,services as per available dishtv skill it communicates with respect to that and provides you voice based information on request/query..Alexa has access to your account details as you login with dishtv account..so it provides you voice based information as per request/query..
As per current skill & availability/ compatibility Amazon Alexa can do that ..
( Alexa can be introduced to more features with addition of more skill based on compatibility..

It can only Access program guide and inform us what airing on particular channel..but It will not going to switch to that channel if we ask Alexa to do so
