The conuntry’s only free-to-air direct-to-home platform Doordarshan Freedish is holding its 31st auction on 5 October. Despite having touched a bid amount of Rs 5.2 crore in the last auction on 15 September, the new auction will have the same reserve price of Rs 4.3 crore.

A DD announcement stated that the auction is for ‘vacant DTH slot’ without indicating the number of slots, though indications are that there may be more than one vacant slot.

The slots have fallen or are falling vacant as the license period of one or more of the 80 TV channels on the platform is expiring. The announcement was clear that those channels who are already on the platform but whose licences are expiring by 31 December 2016 can participate. Others whose licenses will expire on or after 1 January 2017 are not permitted to participate.

Sources told indiantelevision.com that Freedish is being encrypted through Indian Conditional Addressable System (iCAS) to keep a tab on the number of subscribers, but it would remain free-to-air.

The e-auction will be conducted by M/s. C1 India Pvt. Ltd., Noida, which also conducted the first stage of the FM Radio Phase III auctions on behalf of Prasar Bharati.

The participation amount (EMD) in the e-auction is Rs.1.5 crore which will be deposited in advance before or by 12 noon on 5 October along with processing fee of Rs.10,000 (non-refundable) in favour of PB (BCI) Doordarshan Commercial Service, New Delhi.

MUMBAI: Doordarshan’s free direct-to-home (DTH) platform Freedish will hold a new round of slot auction less than a month after the earlier one was sold to three broadcasters.

Freedish’s 31st e-auction will take place on 5 October.

The reserve price per DTH slot remains at Rs 4.3 crore (Rs 43 million). Gurgaon-based C1 India will conduct the auction.

Private television channels whose annual agreements expire on 31 December are eligible to participate in the e-auction, while those whose agreements expire in January or later are not eligible to participate.

The last date for submission of completed application is 5 October, 12 noon.

In the previous e-auction, three channels—IBN7, WOW Cinema and Bhojpuri Cinema—renewed their slots on Freedish.

Interested channels will have to submit uplinking and downlinking permission from the Ministry of Information & Broadcasting (MIB) with the application.

They also have to give a participation amount of Rs 1.5 crore (Rs 15 million) as demand draft in favour of DD, besides a non-refundable processing fee of Rs 10,000.

Successful channels will have to arrange IRD boxes in advance to place their channels on the platform on time. The EMD drafts will be returned to the unsuccessful bidders within a week or immediately after the e-auction is over.

Channels that have won slots on the platform will have to deposit Rs 1.10 crore (Rs 11 million) within one month from the placement of the channel on Freedish along with Service Tax @ 15% on the total bid amount.

The second instalment amounting to Rs 1.10 crore (Rs 11 million) will have to be deposited in the second month from the placement of the channel.

The balance bid amount needs to be deposited in six months from the placement of the channel, failing which the deposit amount will be forfeited and the channel will be discontinued from the platform after a 21-day discontinuation notice.
