Australia is part of global intelligence network Echelon under US. This network uses commercial sat channel network (like CNN) for intelligence gathering. So it may not be easily allowed by home /I&B ministry.

If ABC is already cleared by govt & has official permission then there seems to be no point for FD delaying addition. May be now proposal is stuck considering FD audience as ABC also announced Hindi broadcasts.
