Why they are shuffling?

Sometimes there won't be a immediate reason and might be for better PQ & AQ.

While Other times they will create space for new addition but mere shuffling won't create space but its a continous process if they are adding any HD Channels by this Friday they will continue this till Thursday and will try to gain space for addition.
