Thats bcoz, winners are decided by the team, on various actors, not alone voting itself.

In BB4, while shweta and khali were on d podium, salman said, "arrey khali d gr8, aapko kya zaroorat hai ( winner banne ki, as he already has loads of money)"
thus giving d title to shweta, who was more needy, had a daughter to feed to.
