The officials of the Telecom Regulatory Authority of India (TRAI) on a day-long visit to Nashik on Wednesday asked the multi-system operators to let the customers choose their packages and at the same time identify the ownership of the set top boxes (STB) between the customers and the system operators.

"The multi-system operators (MSO)s should make it clear to the customers about the ownership of the STBs required to get the digital signal to their television sets through the local cable operators (LCOs) so that the issue of servicing and repairs of the box is settled clearly," Sibichen K. Mathew, IRS, regional head (Maharashtra, Goa, Karnataka and Kerala) said.

The TRAI officers were in Nashik to create awareness among the telecom consumers about their rights and privileges through the consumer outreach programme.

The officers further pointed out to the LCOs to clear their outstanding issues with the MSOs by signing an internal agreement between the two operators for efficient functioning of the administration, keeping in mind that the customers were not affected. In Nashik, the LCOs and the MSOs were at loggerheads on who would pay entertainment duty to the state government. At the same time, the LCOs had demanded that the entertainment duty be reduced.

The officer said the issues were related to the revenue department but as far as the issues of the LCOs were concerned, they would be addressed easily once the agreement was in place.

The officials also asked the MSOs to give packages to the local consumers allowing them to add or delete channels. This should be done at the earliest and the customers should be issued regular bills for the amount they pay to the cable operators.

To a query on the telecom operators eating up voice balance from the pre-paid mobile connection when the data recharge was exhausted, the TRAI officials said that they had raised the issue. "There is a common complaint about the operators eating up voice charges after the data charge was exhausted. This is a serious matter and we have taken up the issue with the service providers," the officials said.

When asked about the TRAI office where the people from Nashik or Maharashtra could register their complaints, the official said it could happen only in Bengaluru as the jurisdiction of the office was Maharashtra, Goa, Karnataka and Kerala.

"The consumers can approach the customer care numbers of the operators, then appellate authorities and if not satisfied, write to [email protected]. But this would only be in case of generic complaints and not for an individual's complaint. Individual complaints can be resolved through nodal officers as well," the officer added.
