Hasty? The new mandate was announced in July last year. The broadcasters and distributors weren't too keen on complying unless absolutely forced to. If anything they are responsible for any issues we face today.

The real Surgical strike happened in 2012 when cable TV digitisation was imposed onto us and forced us to purchase mandatory STB extra, till then we were happy with cable, current regulation is just the aftershock of that strike
