May not be! The lander was designed to communicate directly with the ground station. Orbiter will be used to to map the Lunar surface and send the data.

If lander is soft landed, there may be chance of communication revival. If it is crashed, then there are no hopes. ISRO is analysing the data and they can only declare what actually happened. But going by the body language and grim faces ISRO Officials, I guess some thing wrong happened. Chairman Mr. Sivan was seen with almost a crying face.
