I don't think it's airtel, but broadcaster have to pay carriage fee in time. I think, airtel or any other dpo may charged separately to add channel in free bundle / complementary plans so.

Some channels like Mazhavil Manorama HD, Vissa TV and Raj Musix Kannada never been part of free bundles.

So channels putting/removing in free bundles just depends upon deals between both parties.

Yup this could be the reason as makkal tv recently removed from free bundle last month 😒
