This change reduces space rather than increasing it. Please notice the last Bitrate column in the image. Bandwidth reduced from 89 Mbps to 80 Mbps. (less by 9 Mbps)
2/3 FEC means 66% data bits and 33% error correction bits. 3/5 means 60% data bits and 40% error correction bits.
This change should reduce scrambled picture and audio quality issues due to loss in transmission.
D2H still has free space on other TPs. This change is definitely not for channel addition.
If anyone is interested here is the calculation.
Symbol Rate: 44994 * 1000 (symbols per second)
Each symbol reperesents 3 bits (8 PSK).
Total Bandwidth: 44994 * 1000 * 3 = 134982 * 1000 ~ =134 Mbps
2/3 FEC => 134 Mbps * 2/3 = 89 Mbps Usable Bandwidth
3/5 FEC => 134 Mbps * 3/5 = 80 Mbps Usable Bandwidth
