Gyan Darshan 1/2, Vyas TV run by UGC. LSTV/ RSTV Run by Parliament Ministry. Both are govt organisations, not Prasar Bharti itself. Thats why paying 1.5cr like other govt org. channels like RT, DW-TV, NHK World etc. Thats what I understand.

Even BSNL/ MTNL required to pay sprectrum fee to DoT/ TRAI to run mobile services, although BSNL/MTNL govt company.
