Instead of saying 16:9 or 4:3 we should say 'the channel is now HD TV friendly'.

Ratio of SD channel transmission is always 4:3. A content produced in 16:9 ratio is processed to 4:3 (fit to screen) and aired. When we watch it on TV, the reverse happens. The 4:3 ratio content is stretched so as to fit the screen. Thus the ratio of video at the time production is maintained on HD TVs.

New contents are always produced in 16:9. For old 4:3 (=12:9) contents to be in 16:9, the 12:9 video is put into 16:9 pool and the remaining 4 units (2 units on each side) is left irrelevant. After this, what I've said in 2nd para is done.
