Does commercial inter operability means taking back old stb and replace with own stb.
Like dish TV customer wan to change to adtv, then adtv use same ODU and give refurbished adtv stb when dish stb is return on payment of small activation or first recharge amount.
I like this concept, but people will hesitate to buy refurbished stb.
And what operator or distributor will do with other operator stb? May sell it back to same company distributor who will use for swapping with new customer who will opt for portability .
