SD is a 'dying' format...
It is HD transmission that should encouraged and the best way is to bring all customers to the HD platform.
In the coming year or two, most of the channels will shift from SD format to HD format.

The next govt. ruling (after the ban of analog) could as well be to slowly phase out SD channels.

Watch an SD channel on an LCD/LED/Plasma TVs and you will see that the picture quality have actually deteriorated. And then there is the aspect ration issue (16:9 of Flat-Panels vs 4:3 of SD channels)
SD will look normal ONLY ON the old Picture-Tube-based TVs.
To see a picture normally on a flat-panel TV, you have to have HD broadcast.
