Unlock Condition Good Because if Tuner  is Lock You Can' t Use Tuner For Recording Purpose Recently Tata Sky Activate All Of Tuner Unlock Via Software Update

Locked means tuner is active and being used for receiving channel. Unlocked means free and currently not in use for receiving channel. It depends which tuner is being used for receiving channels, recording, etc. If one is viewing a channel and recording another, both will show locked (in case of HD PVR with 2 tuners). If only one channel is being viewed and none is being recorded, only one tuner will show locked, other one unlocked. In case of Transfer box, similar logic applies with 3 tuners.
