No When I Call Them They Told Me HD Access Fee Is mandatory Even If You Buy Cheaper I.E 990/-00.

if you dont want to use HD channels then dont buy HD STB because if you buy HD STB and not using HD Channels then you not seen +1 HD also.But in SD box you seen +1 channels.

go for secondary connection instead of upgrade. you can get same as low as 200-350 from amazon (price keeps changing everyday). you will get free lnb upgrade + 10 mtrs wire + new box + new remote + 1 month free hd access. deactivate yours sd box calling cc and deactivate hd access after free first month over.
