Yes... This Feature is Newly introduced by TATA|sky with the recent Software Updates. It's called "TS Barker Channel Message Service". It's available in 4 Different Languages.

Barker? Whatever it is. I hate it. Last thing I need is TV yelling at me for not paying.

I believe he is reading Baker as Barker. But just guessing. Unsure. Never saw it myself.

Hopefully, we will get a silence feature in future updates. Even during stop lecturing man. Just show normal message. Imagine your phone's tts going wild during bad connectivity.
