You're taking it in a wrong way.
They ad shows, Sony Happy India Sports pack starting at just ₹17 & below it they show the logo of 5 sports channels. They don't say that you'll get all these channels at just ₹17.

What's the difference between lite, regional and smart pack ?

Bengali lite has 8 chs cost Rs 46 but bengali smart has 9 chs( 8 chs of lite pack +Nick ) but it costs Rs67. Why they are charging Rs21 for Nick only which cost rs 7 in ALC ? Even Bengali regional has same 8 chs of Bengali Lite pack but cost Rs 67.

So Same 8 chs cost Rs 46 and Rs 67 depending on which box you select. See All price are GST inclusive
