Seeking Help Is D2H costlier than Tata Play

Hi. I'm using D2H for last 2 years. Lowest HD pack for Tamil is 325 with only 13 HD channels. But for the same 325, Tata Play is giving 22 HD channels. Also we have low HD pack. Apart from add-ons rate, is D2H costlier than Tata Play.?
