My guess is it's for Network PVR for internet connected box. Don't know if it's released or a future feature.

No 8+4 offer was removed for all. TN version of this topup is different. Try calling cc and see if they will activate it. Airtel usually gives offers in periodic manner. So they may still have this add-on in hidden mode.
