While the Ministry of Home Affairs (MHA) is scrapping security clearance requirement for multi-system operators (MSOs), the Ministry of Information & Broadcasting (MIB) has said that this is a prerequisite for obtaining a licence to run television channels.
The MIB has not permitted any private satellite TV channel without security clearance from the Ministry of Home Affairs (MHA), Minister of State for I&B Col Rajyavardhan Singh Rathore said in Rajya Sabha.
He reiterated that security clearance is a prerequisite for grant of permission to run TV channels.
In cases where security clearance is denied or withdrawn, action is taken to cancel permission, he added.
He also said that TV channels have to operationalise within one year after obtaining permission from the MIB in accordance with the provisions of Clauses 2.4.2, 2.5.1 and 3.5.1 of the uplinking guidelines.
In order to ensure operationalisation, a performance bank guarantee of a certain amount has to be deposited by the permission holder, which is forfeited if the company fails to operationalise by the due date, he stated.
Rathore’s statement follows the MHA’s statement that multi-system operators (MSOs) are exempted from security clearance under new policy guidelines.
In response to another question, Rathore said that the MIB has permitted 822 private satellite TV channels as on date under the uplinking/downlinking guidelines.
