yes it has 1 C beam but I think this sat is not for civilian use
I don't think so, as this sat covers all Indian beams. I think,it will be used for both civil & military purposes.

After Antrix devas controversy I don't think they will allocate S band for civilian use for which there are 10 S band transponder, that leaves only 1 c band for civilian use
 
As per some TV news channels, that satellite going to be used for boosting up 4G Internet services, let's see how they will utilise.

Seems Some TV Channel Misleading Us By Giving Fake News😏

They can also be right, i mean military personals can also use the 4G service just like Airtel has deployed special 4G service 15 KM inside Sea just for Indian Navy data connectivity way back in 2016
 
Update : Mar 30, 2018 : The first orbit raising operation of GSAT-6A Satellite has been successfully carried out by LAM Engine firing for 2188 sec from 09:22hr IST on March 30, 2018.
 
ISRO's Communications Satellite GSAT-6A Suffers Setback In Space: Sources

Sources in ISRO say the satellite suffered a serious setback and scientists and engineers at are working round the clock to correct the anomaly. There is an issue with the power systems of the satellite, say sources.
Top officials at ISRO have not confirmed what has gone wrong with the satellite and whether can it be retrieved at all.
