NaMo TV has no broadcast licence, didn't even apply for one

“There have been instances of cable operators airing Pakistani or Chinese channels without permission in some places but this is possibly the first time when an Indian television channel, possibly owned by a politician or a political party, has gone on air without any permission,” the I&B ministry official said.

How were they airing movies owned by Zee Networks?
 
Yes. Many big news channels are also just spreading this news. At least they should say that it's a service channel & license is not required for it.
I am not sure why Congress and AAP raising concerns over this. If they've got money, they can launch one. Actually they should be questioning the source for the money spent on this channel.

I think they're not aware about the service channels otherwise they would've also launched.
They must be knowing that for launching any channel on DTHs they need to go through the whole process that is required for launching a satellite channel.
 
If it is a service channel, how it is airing live contents and have been alloted a channel slot in DTH?
It should have been shown dth own channel??

Not sure about others but TS already provide many live services like Arati in different temple such as Dagdu Seth, Shri Huzur Sahib Gurudwara (Nanded), Shirdi Sai Baba, SiddhiVinayak (Mumbai), ISKCON (Vrindavan), Kashi Vishwanath (Varanasi), Jyotirlinga Shrine (Somnath Temple), Tuljapur Temple, Takht Sri Patna Sahib, Shri Govind Devi, Fatehpur Sikri, Iskcon Temple (Juhu), Shri Naina Devi Temple, Omkareshwar Temple, Mahakaleshwar Temple and Pandharpur Temple throughout the day in their respective service ch.

Other than Arati, TS also broadcaster Live Fifa world cup on a 4K ch for which there is no license issued to Sony, same is the case with StarSpots Addon services which provide special sports feed though there is no dedicated Ch license given
