RS TV (Rajya Shaba) - Test signal?

Rajya shaba TV has changed their looks. and also they are showing 'test signal' tag on top of the screen. what happened ? relaunched ?

I missed the chance to take screenshot. now back to old version.

Yes it's relaunching today.Vice President Hamid Ansari will ingurate it 5pm today.live telecast will start at 4pm.new avtar looking good....
