Yup ICP is very unique in dishtv hence prove that Star Sports has a problem with ICP and they don't allow dishtv to provide their channel for free.

ICP is not free, its 40rs/m.... But dish TV doesn't have a good relation with star India, no ss2 or HD channels yet...
