When I am going to change the base pack from Bengali Economy to Bengali Ultimate HD , Sun direct willing me to recharge.

If you are on free pack with new connection or deactivated active connection yes your balance will be forbidden. Whereas if you just a normal monthly subscriber your balance won't be forbidden.
