I think this is IRD box of Sun. IRD boxes are required to uplink channel to satellite.

They r called component outputs...it's better picture and audio quality than composite (AV) outputs... It can be used as composite (AV) out too...

The Set top box I got from my Local operator has this green and blue ports.
