No fm channel is present in TS. But there is actve Music(subscription basis) which is like playing music CD.

We can listen to any AIR radio channel from almost all the languages using DTH radio channels.
We can switch to any radio station just like switching TV channels. Some DTH subscribers may be interested in these radio channels as they can listen to radio channel of their choice. So a Tamil subscriber can listen to Tamil radio channel siting in Mumbai. Dont know if it is mandetory as per Trai guidelines to carry all radio channels but many other DTH operators carry radio channels.
TS has active music subscription service but they have very limited no of songs & also one has to suscribe & pay for it. I dont think it requires large bandwidth to carry radio channels like that of a TV channel & dont think TS will add radio channels after migration.

It's not mandatory. TRAI has no guideline regarding radio channel in DTH.

Its useless to switch on TV for blank screen and listen FM.

Best would be attach seperate speaker or home theater.
