in last launchads isro never commenced that when any satellite will be operationlize but in case of gsat 10 they are fully confident that it will be available on time so i am sure, gsat 10 will operational by november.[insat 4B was launched 12 march 2007 and it used by dd on 1 june, as it is late use by dd. Now we are some forward in tech. ]
