I think VAS Bundle has nothing to do with IDV of Rs. 23 as it is completely free.

Few users confirmed that after activation of Tamil SSP Basepack and later on addition of even 1 Alacarte Channel IDV Rs.23 is being charged.

Mostly probably, this is the case and you can remove south bundle also as most of the FTA channels present in that topup are available on this basepack

Remove all topups and then add it will rectify price mistake.

You can add upto 7 channels I tried with 1 SD and 3 hd channels. There was no change in ncf and idv.
