Even if HC will give judgement in favor of TRAI, there is high chance that Broadcaster will appeal it in SC and demand another stay order. In a super optimistic scenario, it will be implemented by end of 2021 at best. No hope before that.

There is no stay currently. It's just TRAI can't take coercive action. If they lose in Bombay HC you will definitely see a bunch of more NTO 2.0 RIOs. They can't afford sitting back on new launches for too long plus some of them are confident about having nil impact.

The Distribution Platform Operators (“DPOs”) desirous of re-transmitting signals of the channels distributed by the Broadcaster, (“Channel”) may seek interconnection for the channels on the basis of this RIO. As per TRAI Notification dated 01st January 2020, this RIO shall be effective from 01st October 2020.​
