DD free Dish cannot become Paid. It's Free.
And The article which you have attached has nowhere written that Trai is making DD Free Dish chargeable. They are only talking about Regulatory Framework and maybe about encryption of signals.

India will never have DD Paid Dish.

I think it's Planning to add private channels.
People will only pay for these paid channels
