TVs won’t go blank on Nov. 1: Arasu Assures Chennai residents.

Hi,

The best way for Arasu to get digital sooner in Chennai would be to offer the STB free while retaining the ownership, and placing the cost for free cable at Rs 70, all tamil and english at Rs 150 and all other language channel pack at 200 and every additional TV at Rs 50.

Or the LCO can get an easy loan for the STB and claim the EMI from the additional charges from the subscribers as quoted above.

Since the subscribers don't have to pay for the STB they will definitely get the service and since they all pay 100 already for ages this charge wont hurt them for the superior quality.

NEW DELHI: It will be status quo in Chennai with the Madras High Court on Monday extending its stay on digitisation of cable TV till Friday, 9 November when it will resume its hearing on a petition by Chennai Metro Cable Operators Association (CMCOA).

The court had on 31 October stayed the implementation of digitisation till 5 November in Chennai. The central government had set 1 November as the deadline for compulsory switchover to digital cable TV from the current analogue transmission.

Justice N Paul Vasanthkumar said the court's main concern was the average consumer in Chennai and not just the petitioners (read cable operators).

The court wanted the Telecom Regulatory Authority of India (Trai) and the Ministry of Information and Broadcasting (MIB) to specify whether the MSOs have enough stock of set top boxes (STBs) to go ahead with digitisation.

The Judge asked all the MSOs to present the exact position of STB availability and the actual seeding during the next hearing.

The Madras HC was hearing a petition filed by Chennai Metro Cable Operators Association (CMCOA) through its general secretary M R Srinivasan which is seeking extension of digitisation deadline by three months.

S Haja Mohideed Gisthi, senior central government standing counsel, opposed any extension of the deadline saying the petition had been filed at the eleventh hour. Ever since the policy was unveiled in January 2011, the deadline had been extended thrice, Gisthi said.

When the MIB's Counsel pointed out that a similar petition had been dismissed by Bombay High Court, the court shot back saying that the situation in the two cities were not comparable as Mumbai has already achieved 100 per cent digitisation as per the ministry's own claim.

He said the government has already issued Digital Addressable System (DAS) licences to 11 MSOs in the city and it was their duty to procure STBs.

The court also heard representations on behalf of DTH operators who claimed that there are enough STBs, but the judge said the case related to cable TV.

The petition, noting that repeated requests for extension of the deadline was not acceded to by the Centre, claimed only 164,000 homes have been seeded with STBs in the Chennai and television sets in more than three million homes would go blank if the deadline was not extended. The petitioners also said that the MSOs did not have enough STBs to seed in all the homes.

Noting that the Tamil Nadu government's Arasu Cable Television has entered as the 11th MSO in the state, the CMCOA said Arasu has invited tenders for supply of one million STBs to meet 25 per cent of the city's requirement.

The petitioners wanted the court to stay total implementation of digitisation in Chennai till the infrastructure is put in place.

Meanwhile, state-owned Arasu Cable has started giving ads in local Tamil newspapers urging people to enroll their names by paying Rs 500 in advance to get STBs.

Earlier, MIB had admitted that 'the pace of seeding has remained somewhat static', saying Cable TV digitisation in Chennai was 86 per cent, including 24 per cent of the homes which subscribe to DTH.

The Bombay High Court had refused to grant any relief to cable operators in India's financial capital after the additional solicitor general told the court that the entire city had been digitized.

Glad the the Madras SC has concern for the Chennai people. But why cant they slam the people who are responsible for this Delay??

It looks like more time for the cable guys to collect the money from them people and if the blackout happens on 9th still the public would have paid for the whole month, so no loss for the MSO & LCO but a complete loss to the subscribers..

The deadline for implementation of television digitisation programme at Chennai was extended for the third time today.

The programme was originally planned on October 31, 2012 but got extended since the Madras High Court is hearing a petition filed by the Cable operators and Tamil Nadu Government-run MSO for extension of the deadline.

In the petition, they have said, enough set top boxes are not available in the market to meet the requirement of customers.
On October 31, the Madras High Court given a stay order, extending the deadline for switching to digitisation to November 5.

On November 5, the Court heard Counsels representing Arasu Cable Corporation, I&B Ministry and other DTH operators. During the heated argument, the Counsel representing Arasu Cable Corporation asked for 18 weeks time to supply the boxes from the time of placing order.

The Counsel said, Arasu Cable is negotiating for a good price. From the time of placing the order (which may happen before Diwali), the suppliers are asking for 18 weeks time.

He added, the Corporation doesn't want to burden the public and cable is part of State Government's welfare scheme so we want to get the best price. The entire process cannot be completed within the mandated time of October 31, 2012 and hence it sought extension for the implementation of DAS in Chennai.

Responding to Arasu's appeal, the Counsel representing the Ministry of Information and Broadcasting said, “if they (Arasu Cable) commits to the December 31, 2012 as time for implementation, then we will consider to extend the deadline”.

Hearing both the sides, the Court had said the matter will be heard on November 9. During today's hearing, one of the Multi System Operator (MSO) called JAK Communication asked for time to file an affidavit and the Court posted the matter for November 19. It, therefore, means analogue cable connection in Chennai will not get cut till the date of hearing.

The Court also said that the issue involves public interest and shall be considered in a division bench in the next sitting.

Johnson D Kennedy, president of the Association said while around 40 lakh set top boxes are needed, there are only around 1.6 lakh active set top boxes are in the city at present.

Earlier, industry sources said that around 32 lakh households in Chennai may not be able to switch to digital if the Government decision comes into effect from November 1, as scheduled by the Government.

It may be noted I&B Ministry claimed that in Chennai, the Cable homes are showing 61% digitisation and together with DTH, the percentage of digitisation is up to 85%.

The operators earlier said that the Government had used the data which is very old and it was restricted to 200 wards within Chennai Corporation limit, whereas the city was already extended at one side till Sripermbudur and on the north side till Tiruvatiyur. The Government also didn't take the free television sets, which were given by the DMK-led Government, which was ruling the state between 2006 and 2011. The new TV sets alone means 20% increase.

Finally no relief for Chennai people from these dammed slow and snail slow useless MSO's. When the other cities could complete before Oct 31 why are these people still delaying, denying and refusing to provide the service??
