bro i tried but its saying 30 days lockinf period

30 days locking period is applicable on all except basepack :k

30 day lock-in period is applicable on paid regional packs,
but there is no lock-in period on FREE regional packs.
I am very sure. I even had asked cc about this once (I don't have a screenshot :'()

just drop and add another regional pack then try to change, u will get error :k

This is what TS said :
~Subscription to one of the Base Packs is a must to avail of any Add-On Packs. Add-On Packs and Regional Packs are available for a minimum duration of 30 days. No change for the selected Add-On Packs and Regional Packs will be permitted for a period of 30 days (from the day you subscribe to it, unless you opt for the Annual Mega Pack

U can never change free regional packs even in online mode. I had already tried all the options and even contacted cc via online chat. But they are simply saying sorry. If u want facts, try once. U will know what is what
