Free channels are free to air. They depend on advertisement to earn money. On the other hand paid channels are subscription basis. Viewer needs to pay to view Content. In India there are almost 180 paid channels out of almost 600 Channels running. These pay channels may or may not depends on advertising. Every channels need to pay carriage fee to MSO or DTH service provider to carry their channels. Channels running on DDD+ pay carriage fee to prasar bharati. DDD+ channels are unencrypted. So Dishtv gets these channels as both satellites are almost in same direction. On the other hand other DTH provider use different direction in sky so they cannot receive these channels. So if a channel want him to be on some DTH then they need to give carriage fee to the corresponding DTH operator.

Actually there are these types of channel.
1.Free and not encrypted-You can catch it in any stb
2.Free but encrypted-You have to buy channel stb to view it,no monthly subscription
3-paid channel-you have to pay monthly subscription fees(low fees)
4-special paid channel-You have to pay a huge amount of money(mostly ad free)
first two types completely depends on advt.,2nd type mostly depends on advt.,and 4th type mostly depends on subscription fees.
