The Cable Television Networks (Regulation) Act 1995 is being amended shortly to check the illegal telecast of foreign channels as security agencies have identified 25 channels which are being downlinked illegally into the country.
The agencies felt that many of these channels are not conducive to the security environment in the country and pose a security hazard, according to Information and Ministry sources.
The Committee of Secretaries felt that since action against cable operators who downlink these channels has to be taken by authorised officers in the states, there was need to amend the Act and make it more deterrent and stringent to prevent cable operators from carrying such channels.
This is being made a cognizable offence and financial penalties are being enhanced, the sources told indiantelevision.com.
Furthermore, only around ten states had so far constituted state level monitoring committees, and only 110 of the 626 districts have set up district level monitoring
committees.
