The Federal Ministry of Information and Broadcasting has been trying to halt the bidding process for licences for Direct-to-Home (DTH) service, which is stated to be in its final stage, by arm-twisting the Pakistan Electronic Media Regulatory Authority (PEMRA), Pakistan Today has learnt.

The DTH service licences could bring in foreign direct investment (FDI) of around $160 million into the country’s broadcast media.

Documents available with Pakistan Today reveal that the Ministry of Information is pressurising PEMRA despite the fact that under the law, it has no powers to dictate terms to the broadcast regulatory authority as it is supposed to be autonomous and functions under the prime minister’s control.

However, despite the fact that PEMRA is in the final stages of implementing the DTH licence, the Ministry of Information ordered the authority to immediately halt the process till the new chairman takes over.

PEMRA awards DTH licences, hoping to curb down illegal DTH

Three Pakistani companies will be granted a Direct-To-Home (DTH) licence on December 7 by the Pakistan Electronic Media Regulatory Authority (PEMRA). Ten investors have made a bid for the auction.

This move is welcomed by the Pakistani television industry amidst fear of growing network of illegal Indian DTH in the country.

In the recent years, the figures have considerably increased in terms of the proliferation of illegal Indian DTH in Pakistan and figures are showing that there could be up to 2.5 million illegal DTH users.

It is believed that local agents are selling DTH services of major companies such as Dish TV, Reliance Sundirect, SDN, Tata Sky and Videocon. Those agents have managed to stay in the dark far away from the scrutinising eyes of the regulatory body.

However, the figures could be higher since many local cable operators rely on the illegal Indian DTHs to feature channels Star Sports, Star Movies and National Geographic, which have not yet received the nod from PEMRA.

PEMRA recently announced that they planned to go on a crackdown mission to eradicate illegal DTH. The situation has become more serious since Pakistani investors will be bgranted a DTH licence next month.

It will be in the interest of the country and the investors that the authority will bring down the illegal DTH network as soon as possible. In the contrary, many investors might be unwilling to push on with their projects.

“We have raided, seized and destroyed 2,500 DTH equipment in Islamabad and Lahore,” said Fakharuddin Mughal, Pemra’s spokesman. “We are doing all we can to stop the illegal use.”

Pemra’s Director General Licensing Wakeel Khan said around $140 million (around Rs14.7 billion) was being siphoned off by Indian DTHs every year from Pakistan.

“Ultimately, this revenue will trickle down to domestic DTH service providers who win the licence next month.”
