From the update I got today, initially you will only be able to use Infinity pack for an year. Then you can downgrade. As of now, the lowest base pack available is Super Save Pack ARP as far as I know.

Upgrading cost is 2400 + 250 Engineer cost for activate connection no idea for deactivate connection
