It is just impossible.
Zee PHH is from ZMCL and upcoming Zee Punjabi will be from ZEEL.
Even, where they are spreading their wings on various regions with news genre, they never want to minimize one existing region. ZMCL will enter all 4 south regions & north-east region soon, where they are absent currently.

I dunno much about Zeel and Zmcl,
but I still believe, whenever they plan to launch Zee Punjabi(Not a Zee Punjabi cinema:Which is supposed to launch in fy20),It is gonna Zee Punjab hh's license that would be used by them.
(This license is 18 years old)

No chance
Reason 1. Zee punjab news is doing good in ratings
2. Once it was zee punjabi gec channel and converted in news channel because of low ratings and very less content to show.

2 years ago, Zee Punjab had 68% market share , among all Punjabi channels and they used to boast their ratings,however,this figure has ,now dropped to just 20%
(News18Punjab is doing quite well).
Zee Punjabi shows were of poor quality,
and TAM didn't measure rural ratings;what is more, they had lost Gurbani rights.
Eventually,they had to shut down the channel.

They belong 14 channels such as Zee News, Zee Business, Zee Hindustan, WION, Zee 24 Ghanta, Zee 24 Taas, Zee 24 Kalak, Zee Rajasthan, Zee Punjab HH, Zee UP/UK, Zee MP/CG, Zee Bihar/JK, Zee Kalinga News & Zee Salaam.

On the other hand, ZEEL (Zee Entertainment Enterprise Ltd.) owns Zee's all national, regional entertainment channels such as Zee TV, Cinema, Zing, Bangla, Marathi, Sarthak, Tamil, Telugu, Kannada, Keralam, Café, &TV, &prive, &flix, Big Magic, Big Ganga etc.
