You can ask them saying as now there are many major cities included & Jabalpur is not a small city....poochne me kya jata hai!

It all depends on DTH policy/pricing like how TS is costly versus D2H cheap...
And anyhow I think DTH is going to hike pack prices later from Apr...
 
Why only major cities as 31st dec 2014 deadline is for whole India ? So they should provide this offer for whole India.
