E24 was via DD free dish in 2010.Saam TV and Rupashi Bangla not part of any big broadcaster so it will require carriage fee to be available to them to be carried on Dishtv.Until they paid the carriage fee they were available.

That's for Dishtv and channels to answer. Thats my take.There may not be any issue other than money as now TRAI has mandated that if channels pay them and enter into an agreement they have to be carried.
