they are not premium at all. Definitely they will add these channel to respective HD topup but it would take some times as they want to see How many customers are interested in paying for these channel now. later they will add those channel and increase the prixe of top up . thats called business policy.

When I asked cc for not getting these channels, their reply was:

u have to seperately add those channel if u want or wait till they add those channel to HD topup.
