At this rate they will take 3 years to move remaining mpeg2 channels to mpeg4! God knows what timeline they are working to and when new channels would be added.

Yes Tata Sky isn't in a hurry to add pending and new channels it is evident from the pace they are moving from mpeg two to mpeg four.

TS has planned everything & they must be proceeding as per schedule (although they may face some unforeseen problems & adjust schedule accordingly). They are making space by migration / by adding TPs & will be adding channels slowly as they dont want any hype generated because of this activity.
TS may want to make money by charging carriage fee & any hype generated will affect their bargaining power so consequently they may alter schedule.
Anyway other players / channels know this as they are having their own resources to know the things.
