No, they do not or very rarely. Resuming connection is not difficult, spending on retention offers is unnecessary. If you request cc they will mostly tell about existing recharge offers or long term plans

"FTA Complimentary pack is a complimentary pack provided to all subscribers. Subscribers can remove the pack
if required. FTA Complimentary pack channels are not considered for Network Capacity Fee calculation."

Yes but even if you subtract those 174 and one service channel, my channel count would be 22 HD, 189 SD and In pack details under NCF only paid channel count is shown

29 DD Channels also not counted for NCF and they may exclude promotional packs channels also
